Film Agency for Wales: Reach the Heights Participation Programme - Call for Partners

This is an invitation for film education practitioners working throughout Wales to collaborate as partners with the Film Agency for Wales in the delivery of a nationwide Film Literacy programme, focused on direct delivery in the ESF convergence areas listed below, to take place from September 2009 to December 2010.

The Film Agency for Wales is the sole strategic agency for film in Wales, with a remit to ensure that the economic, cultural and educational aspects of film are effectively represented in Wales, the UK and the world. As part of its Film Exhibition and Education remit, the Agency supports the strategic planning and development of the film education sector in Wales.

The Agency wishes to lead a bid with like-minded organisations for Reach the Heights funding from the Arts Council of Wales. This funding will allow the Agency and its partners to co-ordinate and deliver film literacy focused workshops that engage participants aged 11-19 identified as NEET (Not in Education, Employment or Training) or at risk of becoming NEET to develop their soft skills, such as ICT, verbal and written communication, collaborative working, whilst also increasing participant confidence and sense of citizenship.

The Agency will be solely responsible for the strategic planning, evaluation and reporting of the project to the Arts Council of Wales and is looking for partners with experience of direct delivery of film literacy projects pan-Wales.

The Agency wishes to utilise independent cinemas and venues wherever possible across the ESF convergence areas, as detailed below, for the delivery of this project. Schools, community centres, and other suitable venues will also be considered for workshop delivery.

The project aims to reach participants from harder to reach groups such as those in contact with the youth justice system, disabled young people and young people from Black and Minority Ethnic backgrounds. Partners' connections with local authorities, schools, social services, BME groups and communities and Disabled charities and groups will be a key factor when considering proposals.

The Agency intends to mount a project bid for a total of £99,999. Match funding required for this is 46% equating to £45,999 contributed from all project partners. The Agency is able to offer up to £20,000 cash match funding, with project partners supplying the outstanding amount. Subject to finance and the progress of this project, the Film Agency would hope to submit a follow-up bid for further funding in Spring 2010.

This can include up to 100% In Kind funding. The type of contributions that will be accepted as In Kind match funding are the provision of premises, equipment, materials, research or professional activity or unpaid voluntary work. Partners' existing projects taking place within the same timeframe of September 2009 - December 2010 that fulfil the objectives of Reach the Heights can also be considered as match funding.

Proposals for partnership must be completed using the form below, and must state clearly how partner organisations will deliver workshops to participants in local authorities covered by the European Social Fund Convergence programme:

Proposals must be received by 5pm on Friday 3rd July. Successful applicants will be notified by telephone w/c 6th July and will be expected to attend a project meeting that week to discuss the application to the Reach the Heights programme.

The Film Agency will apply on behalf of the partners to the Reach the Heights programme by the proposed deadline date of 13th July.
